Few changes to our config Legacy

Legacy news: this post refers to an old subject or software and may be out of date.
I modified our irc services config and added/implemented a few new modules.
Made all pseudo clients unavailable in botserv. Only X will be used.
bs_autoassign - BotServ will now autoassign X to your newly registered channel. (X will be the only BotServ Pseudo Bot Client that we'll use on the network).
On our ircd configs, we added 8.8.8.8 as a public dns resolver.
global max ident for ircds is now changed to 15, from 10.
global max topic for ircds changed from 800 to 500.
